Steve Burns, the president of Amp, said in a telephone interview Friday that the company was able to secure I.R.S. approval for the tax credit because its conversions began with new vehicles that remained untitled until the moment they were sold to customers through dealers. Mr. Burns also said that Amp revalidates and crash tests its cars. “That’s heavy lifting,” he said. In contrast, most electric conversions are based on used cars, which disqualifies them from the credit.
